RULES
OF THE
OPERATING DEPARTMENT
The Rules herein set
forth govern the railroads operated by the North Eastern Railroad.
They apply equally to all railroad employees when they are working on
North Eastern Railroad’s property. These rules must be observed by all
employees whose duties are in any way affected by them.
Use of the male gender
throughout these rules is for convenience and clarity only. All rules
apply equally to male and female personnel.
The following craft
titles have been shortened to reflect common usage:
“Operator” refers to
the Block Operator, Train Director, Leverman, or Dispatcher when
operating interlocking or controlled point appliances.
“Dispatcher” refers to
the Train Dispatcher.
Special instructions
may be issued by proper authority.

GENERAL NOTICE
Safety is of the first
importance in the discharge of duty.
Obedience to the rules
is essential to the safety of passengers and employees, and to the
protection of property.
To enter or remain in
the service is an assurance of willingness to obey the rules.
The service demands the
faithful, intelligent and courteous discharge of duty.
To obtain promotion,
ability must be shown for greater responsibility.
The public judges our
railroad by the appearance and conduct of its employees, quality of
service, and condition of the property.
The good will and
friendship of the communities served by this Company are its most
valuable assets. The strongest recommendation for promotion an
employee in any department can possibly have is the fact that, by
uniform courtesy and kindly accommodation of patrons in carrying out
the Company’s rules, he has secured for himself and for the railroad
the good will and friendship of the community in which he is located.
